It means all the players can gain access to it once the global XP goal is achieved.
During the event, here is what you need to do to be a part of this weapon unlock.
If you miss the event window, Thermite might still be available in the ground loot drops or be purchased at the Buy Stations. However, the easiest means to guarantee your access is by participating in the event before it ends.

The Thermite excels in anti-vehicle combat. It is much more effective than the C4 or Semtex in certain situations. It can stick to the helicopter or car to quickly disable or destroy it.
